The New Comprehensive Master Plan
The Baltimore City Department of Planning has drafted Baltimore's first new Comprehensive Master Plan in over 30 years. Written in a business plan format, it sets out strategies for coordinating and leveraging City investment, policy and programming to maximize economic opportunity and the quality of life for all citizens of Baltimore over the next 6 years.

The Plan focuses on four primary areas:
LIVE, EARN, PLAY, and LEARN.

Comprehensive Plan
The Comprehensive Master Plan consists of a study of existing area conditions with a discussion of future trends, goals, and objectives.

Your Voice

The public commentary period ran from February 2, 2006 through April 17, 2006.  We thank you for the excellent feedback we received.  Using your thoughtful commentary we completed the Final Draft of the comprehensive master plan and released it to the public on May 25, 2006.  It was adopted by the Planning Commission on June 16, 2006, and approved by the City Council with amendments on November 13, 2006.

The adopted Baltimore City Comprehensive Master Plan was adopted by the Planning Commission on June 16, 2006, and approved by the City Council with amendments on November 13, 2006.  The entire plan is downloadable from this website by selecting Comprehensive Master Plan from the drop down menu under Publications.  You can also review the appendices for the plan, these are also located under Publications.  Under the Resources tab you will find downloadable versions of the transcripts of each of the nine Planning Commission Community Hearings held from February through April, an explanation of the Housing Typology, and summaries of all the feedback recieved from the preliminary draft plan.
